The project "is all hung up on the city and county coming together," Kephart told the West Oakland Commerce Association at a luncheon today.
About $106 million of outstanding debt remains on the current stadium, he said, but any deal on that debt would depend on the county's participation. "We're coming up with ways to (pay the debt). What may work for the city may not work for the county."

The debt is tied to the Oakland Alameda County Coliseum Authority's construction work that helped woo the Raiders back to Oakland in 1995 from Los Angeles.

In Oakland, Raiders fans are stunned by the unexpected announcement that the silver and black may move to Southern California-- again. While the new mayor and other officials are playing it cool, at least publicly.
