Sen. Jessie Ulibarri — the Commerce City Democrat who sponsored last year's failed effort to make it harder to file class-action lawsuits over construction defects — introduced a measure, Senate Bill 79, that would increase the document recording fee charged by each county clerk and recorder by $1. The new revenue would be put into a fund to be used for affordable housing. Sara Reynolds, executive director of the organization Housing Colorado, estimated the change could generate $1.5 million to $2 million a year.
