During the City Council meeting, Shelton acknowledged that the change from families to single adults at Hotel Touraine will bring more homeless into downtown Oakland this winter.

**Opinion**
Officials were well aware of this a long time ago. We're talking years, not months. Actions to close the Oakland Army Base have been long in the making. Oh, I guess that wasn't given much consideration in closing it. When you have proper funding, things fall into place (just as they do for many other government issues).
I find it important to note that these agencies rarely have long-term employment, mostly high turnover. That doesn't appear to be productive for the less fortunate.
