The New York City Council lacks the legal authority to pass legislation
intended to address widespread criticisms of the New York Police
Department’s stop-and-frisk tactics, an aide to Mayor Michael Bloomberg
testified Wednesday.
One of the bills would create an inspector general’s office to examine
systemic issues and provide oversight of the police force. Another would
require police officers to provide those they stop with their name,
rank and a written record of the encounter, including information on how
to file a complaint.
