House, Senate deadlock over anti-domestic violence bill

Senate Democrats renewed their push for the Violence Against Women’s Act Thursday, exactly three months after it passed the Senate in a 68-31 vote.

Sens. Patty Murray (D-Wash.), Barbara Boxer (D-Calif.) and Richard Blumenthal (D-Ct.) said at a news conference that the Republican leadership is using a procedural excuse to avoid taking it up.

Speaker John Boehner (R-Ohio) and Majority Leader Eric Cantor (R-Va.) have maintained that the Senate bill is unconstitutional because it includes a revenue provision. Technically, bills that include revenue provisions are supposed to originate in the House.
