The Oakland Police Officer's Association took stunning action on Tuesday, questioning Mayor Jean Quan's administration in an open letter.
The letter comes in the face of a threatened city-wide strike and in the wake of the police action Quan ordered last week to clear out the "Occupy Oakland" demonstrators.
