Republican leaders in Congress on Tuesday offered their support for a plan the White House is considering to help the 6 million long-term jobless get back to work.

While this may be beneficial for some people. Overall, I believe this is a disgrace of an idea! The reason behind there not being data backing up claims of job seekers successfully becoming employed is because: the amount successful is extremely minimal. Otherwise, there would be various data projecting such.

So, basically you want to enslave people for free labor and minimal learning of skills for no guarantee of employment, bettering of living, or promise of success. A real employer or government pays for (an) employee(s) when they spend their time, efforts, and money to acquire skills or education that is beneficial to the position.
