**Opinion**
Okay, so we're not prepared very well (for reasons beyond me). Now that that is established, how about we take the necessary steps to ensure that we are ready!!? Instead, I get the impression from the unreadiness of many Californians (amongst other things), that dealing with it ill-prepared after it occurs is acceptable. This puzzles me. It's similar to my pondering of why renovations/updates are being made now to the BART System (when there is such a history of earthquakes in CA, you would think that BART would've been built earthquake safe from day one). Let's take action to be prepared sufficiently before a catastrophic event takes place (especially with such good odds of it occurring), rather than after.
