How about tax cuts or credits for the poor?! They have no choice but to return their often times overly hard work for their insulting compensation back into the economy. On the other hand, the wealthy or those well off, well, they just bank it or invest it; which doesn't help the economy as much as consumer spending.

Also, why the postponement of the joint address? Democrats and Republicans, are you working behind the scenes and discussing possibilities before revealing them to the public?! Maybe getting a game plan beforehand? Sure seems that way sometimes from the circus like occurrences happening more and more in politics.
