What has been suggested, doesn't work. Why? It's been tried before. I most definitely agree on a tax raise for the wealthy though. The problem is, that should've been implemented years ago. Cutting payroll taxes is healthy for the economy, however, it won't provide enough relief. Rewarding companies that hire new workers, often times, is only a temporary solution. Why? You have very conservative employers (often times) who will lay you off or "look" (a kind expression) to wrongfully terminate employees before their yearly evaluation (to avoid further expenses). People need and desire career positions, not ones with high turnover due to circumstances beyond their control. Whatever happened to when people had only one, two, or a few positions throughout the entire life span of their employment!? If there is reform in the Unemployment Insurance, it needs to be beneficial to those receiving it, as well as the government and employer(s).
It may appear to be an effective bipartisanship. Nevertheless, I'm not bought. Lastly, I agree that it is a good idea to voice your opinions regarding such to lawmakers.
